Introduction
Dr. Lei XU is an associate professor of Glorious Sun School of Business and Management, Donghua University, since the end of 2010. He studied in Karl-Franzens- Universitaet GRAZ and was awarded his Ph.D. Degree in 1993. Afterwards, Dr. Xu worked as the Chief Representative in several Austrian/Germany companies successively. Therefore, he owns rich experiences of business management in Multinational corporations. Now his research interests focus on Institutional Economics.

Main performance: investing exclusively foreign-owned Production plant in China
In 2001, Austrian HERAKLITH Holding Group planned to invest no less than seven plants in China. As Chief Representative of the Chinese office, I directly reported to Vice GM, who was in charge of this project. The strategic planning as well as the necessary preliminary investigation started in 2002. The investigation ranged from law/political environment, industrial environment, over the up-and downstream enterprises related to the financial environment in China, human resources and social welfare, as well as the related costs.
The strategic planning involved the definition of the general strategic goals and goals in the sub-system, the technical input, plant location and scale. Meanwhile, the influence, restrictions and interactivities with the head-quarter were also taken into allowance.
Apart from the strategic planning and the necessary preliminary investigation, series of preparation were carried out, including team building and training, communication with the local government offices, determination of the articles to be produced locally, finding testing projects for the product revision and certification and completion of the pilot etc.

Main performance: investing joint-venture processing plant in China.
The goals are to develop Chinese market and establish a joint-venture/cooperative enterprise for the deep processing of the local market oriented products. The strategic planning of the joint-venture/cooperative enterprise was begun in 1998, for which I acted as the main person in charge of the affairs in Asia & Pacific area. After the strategic planning was approved by Isovolta in 2000, I participated in the initial negotiation for the joint-venture company and later passed the relative work to the Department for Regulatory Affairs and Production Management for further negotiation.
